The State Board of Public Affairs was created in 1911 to eliminate duplication of work, administrative inefficiency, and inaccurate accounting in state government. The Budget Bureau was created in 1929 to replace the State Board of Public Affairs (WIHV97-A401). The bureau was headed by the Director of the Budget, who reported to the governor and acted as secretary of the Joint Committee on Finance (WIHV86-A304) and of the Emergency Board (WIHV93-A467).
